local law enforcement officer. This spurred on our need for a "call
chain" or something of the sort."

Hi Karen.
You may want to remind your members that not all emotions
are positive during the holidays. Also, DWI arrests tend to peak
between Thanksgiving and PRIOR to New Years. OTR (organized theft
rings) have been busy in several Minnesota cities. There may be as
many as twelve (12) suspects involved each with a different drivers
licenses (out of state) and different State vehicle license plates.

Taser needed to subdue hammer-swinging vandal at Winona Target
Police in Winona, Minn., are releasing new details Monday morning
about a man who smashed TVs in a Target store with a hammer and was
apprehended only after putting up stiff resistance.
Two officers were slightly hurt in the confrontation, and police said
the vandalism was in the thousands of dollars.
According to police:
A customer called 911 late Saturday afternoon to report the man's
vandalism exploits in the electronics department.
The man, a 39-year-old from Chicago with a bloodied face, was
confronted by police at the front of the store. Officers ordered him
to drop the hammer, which he had raised.
When the suspect refused to follow orders, police used pepper spray on
him twice, but he appeared unaffected.
After getting within feet of an officer and taking a swing at him, the
officer fired his Taser gun at the man twice, sending the suspect to
the floor. He was arrested after a brief struggle with officers.
The man is being held on various charges, including assault,
first-degree damage to property and disorderly conduct. He is also
undergoing a behavioral evaluation at a Winona hospital.
