CHAMBER: via Michael
Brun of the Red Wing
Republican Eagle, VERBATIM:
“With less than a month to go in the
legislative session, the Minnesota Chamber
of Commerce is calling on lawmakers to
phase out a statewide commercial property
tax that affects businesses from the Twin
Cities to Main Street... The state’s $900
million budget surplus provides an
opportunity to begin reducing the tax,
which is assessed to businesses of all
sizes regardless if property is owned or
leased, said Jim Pumarlo, the chamber’s
communications director. QUOTE:
“What’s particularly onerous about this is
that it’s on autopilot,” Pumarlo
said. The tax has increased automatically
by about $40 million each year since being
enacted in 2002....Frankly, I think it’s
so un-transparent that a lot of business
owners probably don’t know they pay it,”
he said....Discovery Financial CEO Douglas
Ritter said the most recent
state general tax assessed on the firm’s
Red Wing office was $500 more than the
Goodhue County property tax and double
what was paid to the school district.”...
The other top legislative priority for the
Minnesota Chamber of Commerce is statewide
transportation funding, Pumarlo said.
Together with tax relief, a transportation
funding package would encourage growth and
enhance the competitiveness of the state’s
businesses...“And really make Minnesota
ready,” he said. “Read to grow, ready for
change and go into the future.”...The
chamber supports a 10-year plan for roads,
bridges and transit financed by a
combination of general fund dollars, new
efficiencies, bonding and private-sector
cost sharing. READ: <a

RESEARCH: via the Center
for Rural Policy and Development a new
study on broadband,VERBATIM:
“Many factors go into making broadband
work both technically and economically for
those who provide it and those who buy it.
These factors include population density,
provider choice, local choice and control,
federal funding, even terrain.... The
discussion over broadband has grown so
complex and is so fast-changing, though,
it can be difficult to keep track of the
issues. To help with that, we’ll discuss
the basics of bringing broadband to
Greater Minnesota and some of the points
of debate... Unserved indicates
households or businesses that want
Internet service but can’t get it, while underserved indicates
those who have some kind of Internet
service, but it may not meet the basic
speed definition of broadband and/or may
not meet the customer’s needs... Adequate
Internet access is still largely a rural
issue. People who live in remote parts of
the state, tiny deep-rural communities,
and spread-out farming communities are the
ones with the greatest odds of not having
service that meets this goal.” READ: <a
